Avondale Primary Deputy Head Boroma Accused of Corruption in Equipment Procurement Scandal

Roseline Boroma, the deputy head of Avondale Primary School, is facing allegations of improperly selecting a company to provide sports equipment without adhering to the required procurement procedures. At the time of the incident, she was acting as the head of the school.

Boroma appeared before Magistrate Marewanazvo Gofa and was granted bail set at US$200.

As a government institution, Avondale Primary is required to follow the Procurement Act for purchasing goods and services. The established process involves the user department submitting a requisition form to both the procurement and finance departments. After their recommendations, the requisition must be approved by the school’s accounting officer, who is the head of the school.

According to the State, last year the sports department requested basketball and netball goal posts. The Head of Sports Department, Shuvai Stella Zhanje, informed Boroma about this need. However, Boroma allegedly bypassed the necessary procedures and selected Framatic Engineering (Pvt) Ltd to supply the equipment without consulting the user or procurement departments.

Framatic Engineering subsequently supplied and installed the equipment for US$1,780, even though the Sports Department had not submitted a requisition. The matter was later reported to the head of the school and the School Development Committee, leading to police involvement.
