Harare, Zimbabwe | Corruption is rampant within the Harare City Council, where officials are prioritizing personal gain over their primary mandate of service delivery.
The Government has announced its commitment to restoring order, following revelations of extensive malpractices that have left the council chaotic and ungovernable.
Local Government and Public Works Minister Daniel Garwe expressed his concern in a statement about the state of affairs at the Harare City Council. He noted that various corrupt activities have significantly compromised the council’s functionality.
“It is disheartening to note that the city fathers have abandoned their core mandate of service delivery and have resorted to self-service through several corrupt activities at the expense of ratepayers,” Minister Garwe stated.

He emphasized the government’s determination to assist in restoring the city to a functional status, ensuring that it can fulfill its duties and responsibilities effectively for the benefit of all ratepayers and citizens of Harare.
Minister Garwe called on residents and the general public to be patient and support the government’s efforts to restore order in the capital.
The impact of corruption has been evident in the city, with dry taps, uncollected garbage, sewer bursts, and malfunctioning streetlights becoming the norm. Meanwhile, councillors and managers continue to indulge in lavish lifestyles.
Since the appointment of President Mnangagwa’s Commission of Inquiry into the city’s affairs, there has been evident panic among councillors and managers. Key personnel in the legal and housing departments have been reshuffled in attempts to cover up corrupt activities.
The government’s intervention aims to put an end to these corrupt practices and ensure that the Harare City Council resumes its primary role of providing essential services to its residents.
