Harare City Council Accused of Corruption Cover-Up by Reassigning Key Housing Officials

Harare City Council councillors, in collusion with certain managers, are allegedly reassigning key personnel in the housing department to conceal their corrupt activities.

Those affected include legal expert Mushava and Dr. Machipisa, the deputy director of the human services department of housing and community. Dr. Machipisa is reportedly being transferred to the School of Excellence, a move outside the council’s mandate.

Investigations indicate that Mayor Jacob Mafume and his allies want Edgar Dzehonye to assume the position to help cover up land fraud by councillors and management.

Additionally, Dr. Machipisa has reportedly resisted allocating councillors land outside their wards, as required by law.

Some councillors, including the Mayor, who received land during the first term, want Dr. Machipisa removed so they can obtain more land under the names of proxies.

The School of Excellence, where Dr. Machipisa is being transferred, is located in Gunhill at the mayoral mansion. Despite a council resolution to establish the school and allocate funds for it, the project remains unrealized.

During a visit to the mayoral mansion, it was observed that the school has not made any significant progress, with no visible preparations.

A worker at the site, speaking anonymously, described the project as a pipe dream, stating, “There is nothing going on here. We only read about the school in newspapers, but I doubt it will ever open, as no preparations have been made.”

A councillor, also speaking anonymously, claimed that Dr. Machipisa was being targeted for his professional integrity. “The Minister of Local Government is aware of the situation and is addressing it. The councillors are demanding land outside their wards, which is illegal.

Dr. Machipisa has stood firm on this issue but is now being persecuted. Some of us have already received land, but the greedy ones want more,” the councillor said.
