Harare City Council Human Resources Committee Chairperson, Councillor George Mujajati, has uncovered significant corruption and abuse of power within the council.
Testifying before a Commission of Inquiry, Mujajati disclosed that councillors and officials were involved in illegally allocating land to favored individuals, exploiting vulnerable homeowners, and profiting from land regularization programs.
Mujajati explained that the regularization program was misused by officials for personal gain, with stands being sold at inflated prices or even sold multiple times to different buyers. He highlighted that the homeless are especially vulnerable to such exploitation, as they are easily deceived by official promises of land.

He also revealed conflicts over land distribution in his ward, where competing cooperatives vie for regularized land, often influenced by which councillor or official favors them. Mujajati implicated Town Clerk Engineer Hosiah Chisango in the scandal, accusing him of appointing an executive assistant, Matthew Marara, without proper authorization.
Mujajati criticized the lack of accountability and control within the council and expressed interest in a thorough audit to uncover the extent of the corruption. He noted that these issues predate his tenure but believes a detailed investigation will reveal compelling findings.
