Harare mayor Jacob Mafume is shaking up the council’s top leadership, a move that has caused some discontent.
He has asked councillors to provide a list of their top six preferred committees as part of an effort to better align council committees with the skills and qualifications of the members.
In a letter signed by his personal assistant, Rongina Saruchera, Mafume stated, “Please consider that assigning councillors to committees that match their skills promotes informed decision-making and leads to better outcomes.
Moreover, when councillors serve on committees aligned with their interests and strengths, they are more likely to be engaged and make meaningful contributions.”

However, sources within the council have revealed to Newsday that Mafume may be attempting to place his allies in key committees where he has vested interests, in order to advance his own deals with minimal opposition.
The committees he is reportedly targeting include finance, audit, human resources, business, small-and-medium enterprises, and housing.
The business committee, in particular, wields significant power as it oversees council entities such as Rufaro Marketing and City Parking and is responsible for tender adjudication.
