ZIMRA Enforces New Tax Clearance Rule for Professionals: What You Need to Know

The Zimbabwe Revenue Authority (ZIMRA) has clarified the new regulations that require individuals from certain professional bodies to submit a valid tax clearance certificate before renewing or registering their practicing certificates.

This regulation, introduced last month under Public Notice 92 of 2024, aims to integrate professionals who are not yet part of the ZIMRA system into the tax network and to enhance compliance among those already registered.

ZIMRA’s communications manager, Francis Chimanda, told the Chronicle that this initiative is designed to enforce compliance for non-compliant professionals, while those already adhering to the regulations would not be affected.

He emphasized that the measures, which took effect on January 1, 2025, are not new, but now being enforced more strictly. Chimanda also noted that obtaining a tax clearance certificate is free of charge.

Public Notice 92 of 2024, which is in line with the amendment to Section 80A of the Income Tax Act (Chapter 23:06), specifies nine affected professional groups: Architects, Engineers and Technicians, Land Surveyors, Legal Practitioners, Auditors and Accountants, Health Practitioners, Veterinary Surgeons, Real Estate Agents, and Quantity Surveyors.

According to ZIMRA, individuals applying for certification, registration, or licensing with these professional bodies must submit a valid tax clearance certificate dated within 30 days of the application or renewal.

To assist with the process, the Nurses Council of Zimbabwe (NCZ) has informed health institutions and organizations to submit a list of their ZIMRA tax-cleared personnel as part of the registration or renewal process.

NCZ further stated that no practicing certificate would be issued without proof of valid tax clearance and clarified that this requirement does not apply to nurses residing outside Zimbabwe.
