Charles Shava Appointed Head of NSSA Amid Leadership Power Struggle

Charles Shava has been officially confirmed as the General Manager of the National Social Security Authority (NSSA), stepping into the role permanently after serving in an acting capacity since 2022.

Shava, who also held the position of Director for Occupational Safety and Health, will now lead the US$1.2 billion state-run pension fund.

According to The NewsHawks, the NSSA board finalized his appointment effective 1 March 2025, although the confirmation letter is dated 28 February 2025. Internal sources say the public announcement was delayed due to reported efforts by Board Chairperson Emmanuel Fundira to oppose the decision, allegedly driven by personal motives.

Behind-the-scenes tensions over the leadership of NSSA have persisted since early February, with Shava’s confirmation emerging after weeks of internal contestation.

He takes over from Arthur Manase, who officially left the authority in August 2023. Manase had been on an extended leave of absence since July 2022 amid allegations of corruption and governance failures.

NSSA has experienced chronic leadership instability over the past decade, with numerous executives and staff members dismissed or forced out since 2015. This ongoing turnover has negatively impacted the institution’s ability to reliably serve its core mandate—delivering social protection and pension services to Zimbabwean retirees.

Shava’s appointment brings hope for greater continuity and leadership stability at an institution critical to the welfare of thousands of pensioners.
