Chinamasa Directive “Cannot Override” SG’s Order

Harare, Zimbabwe – A high-ranking official within the ZANU PF Secretary-General’s Office has emphatically stated that communications originating from their office hold greater authority than circulars issued by individual departments, unless explicitly countermanded by higher echelons within the party presidium.

These remarks come in the wake of a directive released by ZANU PF Secretary for Legal Affairs, Patrick Chinamasa, on June 30, 2025. Chinamasa’s circular aimed to provide clarification on the procedure for co-opting members into the influential Central Committee.

However, the senior official maintained that Chinamasa’s subsequent circular cannot override an earlier directive issued by Secretary-General Obert Mpofu on June 5, 2025. Mpofu’s initial circular reportedly acted to prevent businessman Kudakwashe Tagwirei from being co-opted into the party’s powerful 342-member Central Committee between congresses.

Chinamasa then reportedly attempted to withdraw Mpofu’s directive and substitute it with his own later in the same month.

Speaking to ZiMetro News, the official underscored that only Mpofu, who holds a superior position to Chinamasa within the party’s hierarchical structure, possesses the authority to revoke or amend a circular issued from the Secretary-General’s Office.

The official further added that even with mutual consent between the two, such a procedural move would still be considered flawed and unconstitutional under party regulations.

The official asserted that the Secretary-General, a role previously known as the Secretary for Administration, is the designated party official responsible for the comprehensive management of party affairs. In contrast, the official argued that the Secretary for Legal Affairs, much like other departmental heads, operates strictly within the confines of their specific portfolio.
