Harare, Zimbabwe – Mike Chimombe and Moses Mpofu are facing increasing legal troubles as they become embroiled in another high-profile corruption investigation.
Currently, the two men are in remand prison on charges of defrauding the government of US$7 million through the Presidential Goat Scheme, where they allegedly received payment but did not deliver the promised goats.
The Zimbabwe Anti-Corruption Commission (ZACC) is now investigating Chimombe and Mpofu in connection with the Harare Lights Street scandal. Their company, Juluka, is suspected of fraudulently securing a tender.
In addition to Chimombe and Mpofu, ZACC is investigating four other individuals, making a total of six people under investigation and in jail related to this case.

ZACC has already arrested four Harare City Council officials for improperly awarding a US$9.2 million street lights tender to Moses Mpofu. The arrested officials are Never Murerwa (62), supply chain manager in the Procurement Management Unit; Jabulani Mukomazi (44), principal buyer; Denford Zhungu (69), principal accountant; and Tawanda Mutenhabundo (29), engineering technician.
ZACC is also interested in interviewing two more individuals regarding the Harare Lights Street scandal.
The scandal was exposed when Donax Enterprises took the matter to court after discovering that some companies awarded the tender had used falsified documents to support their bids.
The High Court reviewed the case on Wednesday, and the judge suspended the tender pending the outcome of ZACC’s investigation, halting any work on the project while the investigation continues.
