Turmoil Erupts in Harare's Central Business District as City Parking Officials and Municipal Police Clash

Tensions ran high in the heart of Harare’s Central Business District along Harare Street as a heated altercation unfolded between City Parking officials and Municipal Police officers.

The conflict arose after City Parking Marshals took matters into their own hands by climbing a private vehicle belonging to a Municipal police officer who had allegedly failed to pay the parking fee, utilizing his position of authority.

Eyewitnesses reported that the Municipal police officer had parked his car without making the necessary payment, resulting in the vehicle being immobilized.

The situation escalated when the City Parking Marshal requested the officer to obtain an exemption letter from their office to remove the climbing lock, which the Municipal police officer failed to do.

The Incident

According to witnesses, upon returning to his vehicle and discovering it had been immobilized, the Municipal police officer refused to comply with the City Parking Marshal’s instructions to acquire an exemption letter and remove the climbing lock. Instead, he opted to forcibly destroy the lock.

Sensing the escalating tension, the City Parking Marshal called for additional support, and the Municipal police officer did the same, leading to a chaotic scene that left bystanders in the Central Business District shocked.

The Clash

As the conflict intensified, the Municipal police officer and his colleagues blocked the City Parking vehicle and proceeded to immobilize all its wheels.

The situation quickly devolved into a physical confrontation between the City Parking officials and the Municipal Police officers.

The clash not only disrupted the flow of traffic but also caused a significant disturbance in an otherwise bustling area of commerce and business.

Eyewitnesses’ Account

One eyewitness, who spoke to the publication on the condition of anonymity, recounted the incident, stating, “The municipal police officer parked his car without paying the parking fee.

When he returned and found the car immobilised, he was confronted by the City Parking Marshal. The Marshal requested him to obtain an exemption letter, which he failed to do.

Instead, he started destroying the lock. This led to a confrontation, and soon, both sides called for reinforcements, resulting in chaos in the CBD. The municipal officers blocked the city parking vehicle and immobilised all its wheels.”
