Harare, Zimbabwe | Voyage Dhambuza, a Zanu PF provincial executive member and close ally of President Emmerson Mnangagwa, appeared in court yesterday following his arrest for illegally developing and selling residential stands in Crowborough.
The allegations stem from Dhambuza’s establishment of the New Dawn Housing Pay Scheme in 2016, a trust where he serves as chairman, comprising 49 members.
In 2022, he reportedly identified and occupied a 7.4-hectare piece of land — stand number 4273 in Crowborough — owned by the Harare City Council.
Dhambuza is accused of opening roads, pegging 49 residential stands of 300 square meters each, and allocating them to prospective homebuyers without seeking or obtaining approval from the city council.

The Harare City Council issued multiple warnings regarding the unauthorized development, but these were allegedly ignored. Construction began on the land, with two houses built despite the lack of formal authorization.
The council eventually escalated the matter by filing a complaint with the police, leading to Dhambuza’s arrest.
