Zimbabwe Tightens Grip on Child Protection with 10-Year Jail Term for Statutory Rape

Harare, Zimbabwe | In a landmark move, Zimbabwean President Emmerson Mnangagwa has signed into law Statutory Instrument 2 of 24, significantly increasing the penalty for statutory rape to a maximum of 10 years imprisonment.

This amendment represents a major stride towards protecting vulnerable children and combating sexual exploitation in the country.

Prior to this law, the maximum penalty for statutory rape, defined as s#xual intercourse with a minor under the age of 18, stood at two years imprisonment. This lenient penalty was considered inadequate by many child rights advocates and legal experts, often failing to deter perpetrators and deliver true justice to survivors.

The new law sends a clear message: sleeping with a minor is a serious crime with severe consequences.

The tenfold increase in the maximum sentence reflects the government’s commitment to safeguarding children and holding offenders accountable. Additionally, the legislation broadens the definition of statutory rape to include oral and anal s#x, previously not covered under the law.

“This is a victory for every child in Zimbabwe,” said child protection activist Tinotenda Katengu. “For too long, perpetrators have operated with impunity, knowing the consequences were negligible. This law change signifies a turning point, and we hope it will serve as a powerful deterrent.”

However, legal experts warn that the effectiveness of the new law hinges on its implementation. Adequate resources must be allocated to law enforcement and judicial systems to investigate and prosecute these cases effectively.
