A leaked intelligence-style dossier reportedly authored by Vice President Constantino Chiwenga has blown open an extraordinary corruption scandal, directly implicating business magnate Kudakwashe Tagwirei in what is described as “systematic looting and capture of state power.”
According to the seven-page confidential report, presented to the Zanu PF politburo on September 17, Chiwenga accuses Tagwirei of siphoning over US$1.9 billion from public funds under the guise of selling a 35% stake in Kuvimba Mining House to the government.
The vice president alleges that Tagwirei manipulated state institutions and ministries to consolidate his empire, effectively transforming key national assets into private holdings. Among those listed are Sandawana Mine and the Zimbabwe Defence Forces’ interest in Great Dyke Investments, which Chiwenga claims were quietly absorbed into Tagwirei’s corporate network.
Chiwenga further claims that Tagwirei concealed Zanu PF’s alleged 45% shareholding in Sakunda Holdings, supposedly held through Mvuto Investments (Pvt) Ltd, a company linked to the party’s clandestine National Reconstruction Group — also said to have interests in Kusena Diamonds.
“These criminals have stolen more than US$3.2 billion of government funds,” Chiwenga wrote, in what now appears to be the strongest challenge to the financial and political power wielded by Tagwirei.

The dossier accuses Tagwirei and his associates of using state money to finance the so-called “2030 Agenda” — a controversial campaign said to be designed to extend President Emmerson Mnangagwa’s grip on power beyond constitutional limits.
Tagwirei, often referred to as “Mr. Sakunda,” has long denied allegations of corruption, insisting his operations are lawful and patriotic. However, the leaked dossier underscores deep divisions at the highest levels of Zanu PF and signals what could become a defining internal showdown between Chiwenga and Mnangagwa’s business backers.
