Harare, Zimbabwe | Moses Mpofu is now facing fresh accusations of financial misconduct, adding to a series of controversies surrounding his business dealings.
Ngadziore alleges that Mpofu’s company, Synlark, received a substantial advance payment of 450,000 Euros from the European Union (EU) and the City of Harare to construct a biodigester plant in Mbare, yet the project has seen no tangible progress.
Ngadziore’s allegations stem from his initial days as a councillor. “At my first council meeting in 2018, I came across a report for Synlark, a company owned by Moses Mpofu.
He was given full advance payment of 450,000 Euros by the European Union in partnership with the City of Harare to construct a biodigester plant. This was to address the waste generated in Mbare,” Ngadziore stated.
The biodigester plant project was envisioned as a sustainable solution to manage and process waste in Mbare, one of Harare’s densely populated areas. However, despite the full advance payment, there is little to show in terms of actual development or construction at the site.
Ngadziore further revealed that an investigation by the audit committee found no evidence of progress on the project, nor any recovery of the substantial EU funds. “Nothing was done or recovered to date. Our audit committee did an investigation report. Recently, with M. Chimombe, they have been frequently coming to Town House, possibly to chase for other deals,” he explained.
The absence of any significant progress on the biodigester plant raises serious questions about the management and utilization of the funds provided. The audit committee’s findings imply a severe lapse in accountability and oversight regarding the project’s execution.
The controversy surrounding Mpofu and his company Synlark is not an isolated incident. Similar allegations have surfaced in the past, where funds were reportedly mismanaged or projects remained incomplete despite substantial financial backing.

This recurring pattern of allegations against Mpofu undermines trust in the entities involved and calls for more stringent monitoring and evaluation mechanisms for future projects.
As of now, Harare Mayor Jacob Mafume has not responded to requests for comment on the matter. The silence from the mayor’s office adds another layer of uncertainty and concern among the residents and stakeholders who are awaiting a clear resolution and accountability.
For the citizens of Harare, especially those in Mbare, the stalled project represents not just a financial loss but a missed opportunity for improved waste management and enhanced living conditions. It is imperative that the authorities take decisive action to address these allegations, recover the funds if possible, and ensure that future projects are safeguarded against such mismanagement.
