Harare City Council has received an overwhelming 43 applications for the position of finance director, a role that has been filled on an acting basis since 2015.
The current acting finance director, Mr. Godfrey Kusangaya, recently had his contract extended for another year despite facing allegations of bribery linked to the renewal process.
The position has remained vacant since 2015, when the last substantive finance director, Mr. Stanley Kwenda, was suspended. Mr. Kwenda spent years locked in disputes with the council before finally reaching an agreement on his exit package in 2022.
During a full council meeting held yesterday, Harare Mayor Councillor Jacob Mafume expressed surprise at the large number of candidates vying for the role.
“We are humbled by the response—43 individuals have applied for the finance director position,” he remarked.
Despite speculation about Mr. Kusangaya’s involvement in the selection process, Clr Mafume clarified that the acting finance director has no intention of pursuing the permanent position.

“Kusangaya has shown no interest in applying for the finance director post. It would be quite unusual for someone to bribe their way into a position they haven’t even applied for,” he said, questioning the credibility of the bribery allegations.
The Local Government Board will oversee the selection process, including the shortlisting of candidates, as the council seeks to finally fill the critical finance director role with a permanent appointment.
