Nguwaya Implicated in US$222 Million Scandal — “Pomona and Health Ministry Deals Under Fire”

Controversial businessman Delish Nguwaya, long associated with high-profile government projects, has been named in a leaked dossier by Vice President Constantino Chiwenga as a major player in what he calls a “coordinated looting syndicate.”

The document accuses Nguwaya of benefitting from over US$222 million in inflated state contracts, including the Pomona waste-to-energy project and Clean Planet Resources’ health ministry deals.

According to the dossier, Nguwaya worked in concert with other politically connected businessmen — including Kudakwashe Tagwirei, Wicknell Chivhayo, and Scott Sakupwanya — to divert massive public funds under the protection of powerful figures within the presidency.

Chiwenga’s report paints a grim picture of entrenched corruption, alleging that the same individuals are bankrolling Mnangagwa’s “2030 Agenda”, a controversial political push to secure a third term.

“They have turned the President’s private office into a parallel government centre,” Chiwenga allegedly wrote, warning that continued silence would lead to “the destruction of the revolution from within.”

Nguwaya, who previously courted controversy through the Drax International COVID-19 medical supplies scandal, has yet to respond publicly to the fresh allegations. His inclusion in the dossier, however, reignites long-standing questions about how state tenders are awarded and who truly controls them.

Analysts say the dossier could deepen fissures within the ruling party as it exposes the intersection of business, politics, and corruption at the highest level of government.
