Self-proclaimed prophet Passion Java filed fraud charges against Zanu PF-linked businessmen Moses Mpofu and Mike Chimombe in connection with a corrupt tender deal for street lights in Harare.
Mpofu and Chimombe are accused of using fake documents to secure a US$9 million tender from the Harare City Council to rehabilitate street lights.
Town clerk Hosea Chisango is already in remand prison over his involvement in the case.
Java alleges that Mpofu and Chimombe defrauded him of US$300,000 in the same tender deal. He reported the incident at the Robert Gabriel Mugabe International Airport police post upon returning from South Africa, under report number RRB 4808770.
Java claims that in June 2024, the two businessmen persuaded him to invest US$300,000 into the streetlight project through their company, Juluka Projects and Plant Hire. Java further alleges that Mpofu and Chimombe knowingly obtained the tender fraudulently.

The Zimbabwe Anti-Corruption Commission also accuses Mpofu and Chimombe of falsely claiming that their company complied with the Public Procurement and Disposal of Public Assets Act, submitting an unaudited financial report from an unregistered consultancy firm.
In addition to the streetlight tender fraud charges, Mpofu and Chimombe face other charges related to a separate case involving the defrauding of the state of over US$7 million through a failed presidential goat scheme.
They allegedly forged a Zimbabwe Revenue Authority tax clearance certificate and a National Social Security Authority compliance certificate for their company, Blackdeck Private Limited, in a tender for the supply of goats to the Lands Ministry.
