Felix Chisango, a senior officer in the Harare City Council, 48, was arrested by police together with Abel Zhawao, 50, and Conwell Mutevhe, 38, for allegedly organising an illegal plan to purchase abandoned land worth US$400,000.
They appeared before Taurai Manuwere, the regional magistrate for Harare, and were each given a $150 US bail. On June 28, their case will be reopened in light of the current investigations.
Zhawao is a director of Greenway Multiple Agency (Pvt) Ltd., and Felix Chisango is the main clerical officer in the finance department of the council. In contrast, Mutevhe practices law and serves as managing partner of MC Mukome Legal Practitioners in Harare.
Prosecutor Anesu Chirenje claims that the alleged misbehaviour began in 2018 when Lusitania Primary School discovered two abandoned stands in Athlone Township that might be used for construction.

The goal of the procedure, which was led by town planner and consultant Cannan Mugiyi, was to lawfully obtain the abandoned land—which had been left fallow for more than 20 years and was protected by a court order—by legal means.
Lusitania Primary School asked the City of Harare for help in claiming title rights for the planned construction of a high school by utilising the Derelict Land Act and Title Registration Act.
It is then alleged that Chisango worked with Zhawao to illegally get the property after learning about it via the council’s valuation division. Then, it was said, Mutevhe was tasked with submitting a title registration request.
On behalf of Greenway Multiple Agency, Mutevhe allegedly filed a High Court case in which he fraudulently claimed that the land had been purchased from United Services Club in 2008.
